Appointment of Superintending Engineer (Vigilance) on Full-time contract basis, Mumbai

Applications are invited from eligible civil engineers who have recently retired from Central/ State Government or Public Sector Undertakings at a senior level for appointment on full-time contract basis as Superintending Engineer (Vigilance) in Reserve Bank of India, Central Office, Mumbai. The applicant should not be more than 62 years of age as on January 01, 2022. The post is not reserved for the SC/ST/OBC/EWS category. However, SC/ST/OBC/EWS category candidates may apply as General candidates without being eligible for any concession / relaxation. The incumbent will assist the Central Vigilance Cell of the Bank to deal with cases such as investigation of complaints relating to the Bank’s construction projects from vigilance angle, examination of Chief Technical Examiner’s Report, etc. The details of the appointment can be obtained from our website (www.rbi.org.in).

Applications may also be submitted by e-mail by attaching the requisite documents duly scanned and self-attested. The vacancy is likely to arise in the month of January 2022. Selection will be through interview only. However, a preliminary screening of the applications can be carried out, if necessary, for making a short-list of eligible candidates to be called for the interview. Hence, merely fulfilling the minimum requirements laid down for the post would not automatically entitle any candidate for interview.Canvassing in any form will lead to immediate disqualification and in all matters relating to the appointment mentioned above, decision of the Bank shall be final and binding on the candidates and no correspondence shall be entertained in this regard.

The last date of receipt of application is 17.00 hours on September 15, 2021. Applications received after the closing date will not be considered. Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the Courts situated at Mumbai only.

Terms and conditions of appointment as Superintending
Engineer (Vigilance) in the Bank on full-time contract basis.

1. Period:

The appointment will be on full-time contract basis for a period of one year from the date he/she takes up the assignment, subject to renewal at yearly intervals up to a maximum tenure of three years. The contract is terminable on either side with a notice of one month.

2. Job Responsibilities:

  1. As Superintending Engineer (Vigilance), he/she will administratively report to the Bank’s Joint Chief Vigilance Officer. He/She will be required to deal with cases including investigation of complaints in respect of Bank’s construction projects and any other procurement related works from vigilance angle and examination of Chief Technical Examiner’s reports.

  2. Conduct of CTEO (Chief Technical Examiners’ Organization) type inspection of the ongoing projects/ procurement related to all works and scrutiny of the compliances.

  3. Clarifications/ queries received by the Central Vigilance Cell in respect of contracts/ tenders, etc., as per CVC guidelines.

  4. Offering advice on preventive vigilance and strengthening of procurement/ tendering processes.

  5. He/She will also be required to draft/vet show cause notices, charge-sheets, etc. (connected with the above work) for issuance to the officials against whom action is considered necessary.

  6. Any other work assigned from time to time by the Chief Vigilance Officer/ Joint Chief Vigilance Officer of the Bank.

3. Emoluments:

  1. He/She will receive, subject to tax, consolidated monthly emoluments ranging from ₹3,25,000/- (Rupees three lakh and twenty five thousand only) to ₹3,50,000/-(Rupees three lakh and fifty thousand only).

  2. He/She will not be entitled to any other perks/facilities from the Bank.

4. Housing Accommodation:

The Reserve Bank will not provide any housing accommodation to him/her during the tenure of the contract.

5. Leave facility:

  1. He/She will be entitled for Leave on pro-rata basis at the rate of 30 days per calendar year, and

  2. Any absence beyond the above period will be treated as leave without pay.

6. Travelling and Halting Allowance:

He/She will be entitled to traveling and halting allowances in respect of official tours undertaken during his/her appointment with the Bank, according to the Bank’s rules as applicable to the Senior Officers in Grade ‘D’ of the Bank.

7. Sodexo Coupons:

During the period of contract appointment, subject to his/her willingness, he/she may be provided Sodexo Coupons for availing Officers’ Lounge facilities, on payment of full cost.

8. Mobile Phone facility:

He/She will be reimbursed call charges corresponding to the entitlement of officers in Grade ‘D’ of the Bank. He/She will also be eligible for a mobile handset only once during the period of his/her contract appointment, including extensions, if any. The cost of mobile handset would be reimbursed to him/her as applicable to the Senior Officers in Grade ‘D’ in the Bank.

9. Provident Fund, Gratuity, Pension, etc.:

During the contractual service he/she will not be entitled to Provident Fund/Pension or any other Superannuation benefits like Gratuity, etc.

10. Conduct and Discipline:

During the period of contract appointment, he/she will be governed the provisions contained in the ‘Code of Conduct’ for contract employees in the Bank, as amended from time to time.

11. Dispensary:

He/She is eligible for facility of the Dispensary at the office
